SPM-2524: Coaching Tips - Establish and Update Standard Base Coaching Tips (carryover from Umb)

Creating this SPM to adopt the enhanced Coaching tips Base 8.7 (see background below).

1. Detailed description: Coaching Tips has been redesigned to make it faster and more intuitive to configure. Improvements include:

• Unified View - New configuration tab combines all coaching tips associated with a process step/flow in single window.
• Quicker assignment - Steps to create and assign coaching tips are integrated to allow assignment to relevant users/work groups

1. Current State vs Future State - End users will not experience a change, however, Administrators that maintain Coaching Tips will have enhanced capabilities when adding or editing.
2. Benefit to the user/agent - Administrators can more easily customize and maintain coaching tips to provide the detail needed to support users with various skill levels.  Coaching tips can be easily customized for specific users for workgroups.
