SPM-1251: NCompass - Advisory Intent

Requesting the following enhancements to the NCompass - Advisory Intent:
1. Expose AI.me 'Educating Channels' in the NCompass Base Advisory Intent to support functionality Horizon has today
2. When an outcome is not selected for an advisory, need to have the error message display as follows: .
a) Error message will be shown with a prefix such as ‘Outcome:’ followed by advisory name and message (e.g. ‘Outcome:Welcome to Advocacy Advisory Outcome is required.’)
b) Error message will be show in reverse order as we are checking for outcome on each page and setting the error message (i.e. for Advisory 1, error message will be at the bottom of the list) - see attached email RE NCompBase - Advisory Intent - Error Message Clarifications.msg
