SPM-1590: Update Create new work button functionality in the task/intent perform harness

  • Currently, the Create new work button is only available from the the task/intent perform harness if the parent interaction has been resolved.
  • Task and intents are often routed to users who do not have ownership of the parent interaction who can experience delays with processing work as a result of being prevented from creating tasks/intents due to the parent interaction being open.
  • This enhancement will allow users to create tasks without any dependency on the workflow of other users.

enGen to implement this at Plan layer, the changes shall be retrofitted into the 8.7 NCompBase.
