SPM-3046: Enhancement to the Comments capture in NCompass

Request received from multiple plan to expand the character limit in NCompass for comments field.

• Item being added to setup a special interest group to explore how comments are captured and utilized across the application on various UI

Include ability to see interaction/intent comments on the Interactions Tab of 360 via a Hover, so users don't have to open each interaction/intent to see comments. (idea came from MI Chairside Observations sessions.)
