SPM-2552: Manage Claims - Workflow and UI Changes (CWB integration)

This effort will include an overall enhancement to the Manage Claims Search, Search Results, Select Claims, Action/Alternate paths. These changes are being identified via SIG made up of NASCO Product, MI, Mass, HZN, and enGen.
