SPM-2555: Find and Send EOB (Carryover from Umb)

This epic will be taken out of scope for now. However, these are the decisions we have made so far:

1. Find EOB should generate an RTC intent if the user is sending out any correspondence instead of creating the correspondence within the Find EOB intent. 
2. Members will receive an EOB from a separate vendor (possibly TGI, but has not been confirmed).
3. It is preferred that the link to the EOB be a deeplink.
4. Any fax references will be hidden in Umbrella.
