SPM-2542: General Service Intent (GSI) (Carryover from Umb)

The would cover the remaining functionality for GSI

1. Removing the attach document section and implement the attachment icon within the GSI screen
2. Displaying claims within GSI

The GSI routing table is designed to have both category and subcategory required to retrieve the workbasket name.

There are scenarios where some plans may not have the subcategories for a given category and the workbasket name should be retrieved just by category also.

This would need change in the GSI routing table that is currently implemented in Base
