The following BCBSM Plan Requests should be included in Base:
- Users should be able to save the artifacts (Recommended Actions, Outcomes, Educating Channels and Supporting Actions) in the order entered. There should not be a sort option on these artifacts that cause them to be alphabetically re-ordered.
