SPM-2217: Manage Links in NCompass via Delegated table

Two different solutions have been developed in NCompass Base to manage external links using a delegated table which is creating issues within the application.

This SPM is submitted to mitigate the issues and create one robust user friendly solution that allows Admin portal user to mange external links via a delegated table:

• User shall be able to manage links that are displayed within Supplemental tools tab of an intent
• User shall be able to manage links that are displayed within an intent UI
