SPM-595: TY2 TMLE View AskBen MLEs from NCompass - Request cost Estimate updates

Enhance NCompass to facilitate a Plan Customer Service Representative to retrieve a previously submitted Member Liability Estimate provided through AskBen in support of the TMLE Year 2 Mandate. This need would typically surface if a Plan Member calls the Plan with questions related to a prior MLE request.

Other RCE updates:

• Make the Codes and Descriptions section mandatory
  • One row should be added by default and mandatory to enter
  • Mark the fields as required if possible or show a text message
• Add 'Prior Request Cost Estimate intents' section on the intent under 'Request cost estimate' tab

Note - Need to evaluate requirements for umbrella and create a holistic solution
