SPM-2091: Route to Team & Save to Worklist - Standardization / Retain data

As a user when I perform Route to team or Save to worklist other action, the data I entered on a screen within the intent shall be retained, so that user can see all the information when they open the intent from Worklist / workbasket.

Alternate Paths Save to Worklist and Route to Team will be standardized. The standardized processes will be documented once and specific feature Specs and/or DD will reference the standardized process doco. Doco will include:

Specification defining standard flow/use case
including work object status
DD defining standard UIs
