SPM-2635: Resolve Clean up Agent

1. Provide Capability to route work to a particular work basket that needs to be Resolved clean-up (OR) Capability to define a criteria to identify which work object shall be Resolved clean-up automatically

2. System Agent runs daily and Resolves cleans-up work objects from a defined Workbasket Or as per the criteria defined in the logic

3. Provide Capability to capture the actual work Completed Date for cleaned up work object which is different from WO resolved date

   1. Route to team - add completed date field when users choses to transfer work to workbasket

   2. Transfer work - add completed date field when manager choses to transfer work to workbasket

SPM-2458:
There are some clean up agents in NCompass that auto resolves the Interaction and Intents. These agents needs to be identified and turned off / removed in base. e.g. View Billing has SLA agents that resolve-cleanup intent
