SPM-2560: View Authorizations (Carryover from Umb)

Productize View Authorizations, including:

• Search Auth

• Search Results

• Flows

• Review Harness

• View Prior tasks /Supplemental tools/Attach documents icon

• Review to determine Reason for Denial, if auth is in a denied status. Can we display a description of the reason it was denied? (This came from the MI CSR Observation efforts)

Adding the following as identified duirng the Michigan Chair-side observations:

• Add more details to Authorization Intent. User able to see auth status but not the reason the was denied
