SPM-2543: Manage Vouchers (Carryover from Umb) & Error handling from 8.2 to 8.8

Scope includes the following

  1. Enhance the workflow for the intent
  2. Fix existing base issue
    Identified issues as below 
    Manage Voucher_ Comments section is not displaying in perform harness screen when user performs the Route to Team and Save To Work list operations. (Refer SPM-2272 for attachment)

Creating this SPM to move the enterprise service changes from Base 8.2 to Base 8.7 (see background below).

In below scenario, there is no voucher because we don't create vouchers for type 05 adjustments. The fine grain service is returning error code and message that the claim is type 05 adjustment but in NCompass we are not handling error message. We show full service error instead. We need to handle the error messages and display correct info instead of full service error.

This is a provider interaction. CSR is attempting to locate voucher from NCompass. CSR selects add task – view vouchers – Search by Claim number - and receives error message “A full system failure has occurred. Please retry up to three times. If the system is still not successful after three tries, contact the system administrator. Error Code : 11:250:1:477”
The CSR cleared browsing data and the issue is still occuring. Help Desk created the same issue in a research interaction under I-31153943 and received the same error. When the CSR attempted to clear the search and try again the provider ID was converted to 99999999999999 by the system . When the CSR created an Add Task - view vouchers – search by date of voucher – this process does not create error message but loads multiple pages of vouchers to sift through to find the accurate one.
