SPM-2536: SLAs - Establish and Update Standard Base SLAs (carryover from Umb) / Update urgency on Aged items

Updated SPM on 10/9/24 as follows:

1. Create and Implement standard Base Product SLAs

2. SPM 1698: Provide a solution to move Aged work items to a specified workbasket so that CSR can work on priority items or Drop urgency on aged items OR establish SLA rules to lower the urgency of items once they are Past Deadline.

3. Consider establishing a SIG related to SLA creation and maintenance, including utilization of the new delegated table to modify existing SLAs.
