From SPM-1663:
We need to add the division to the criteria for search by unit & workgroup.
Req1: Update the label to say "Search by division, unit, & workgroup".
Req2: Update the all caps label for UNIT to say "Unit".
Req3: Add division drop down above unit so we can search all divisions. Currently, we only see units for the division of the logged in operator.
