During the HZ implementation, noticed that not all parameters for when rules in Proposition Filters match across Base, MI and HZ layers and they are not matching what is in Advisory Config table (e.g. Diagnosis Code and Procedure Code filters). The when rule parameters need to match what is in Advisory Config table and should match between Base, MI and HZ. Need to analyze to determine what is out of sync and correct them.
